Misdirected Call Leads Police to Severe Animal Neglect

It was a call that never should have come into the Tewksbury Police Department. But once it did, the TPD was involved in a case involving horrific animal neglect.
The call came in on Thursday, Oct. 4, around 1:20 p.m. The caller said he was calling from an apartment building in Lawrence at 51 Congress St. He said his girlfriend lived in the upstairs apartment but that he had come down to the downstairs apartment.
In that downstairs apartment, the man said he found two dogs dead on the floor. He said a third dog appeared to be very sick.
Tewksbury Police called their counterparts at the Lawrence PD to inform then of the situation. The LPD said they were sending Animal Control to the scene.
Jason Robles, 20, 72 Railroad St. Apt. 1, Lawrence, was arrested on Oct. 4 and charged with unlicensed operation of a motor vehicle, a plate violation and an outstanding warrant.
Noel Mejia Lappost, 31, 72 Railroad St. Apt. 1, Lawrence, was arrested on Oct. 4 on an outstanding warrant.
A 15-year-old male was arrested on Oct. 4 on a warrant after a domestic incident involving his mother at Motel 6.
On Friday, Oct. 5, police received a call from an employee at the Lodge at Ames Pond, 1 Ames Hill Drive. The caller reported significant damage to the lawn, which appeared to have been torn up by a vehicle. The caller also reported there was a car parked near the building that appeared to be covered in dirt and grass. An officer responded to the scene and filed a report.
On Friday, Oct. 5, just after 11 a.m., police received a call from a woman at Always Plumbing and Heating on Woodland Drive. The woman reported that her vehicle had been vandalized. According to the police report, the vehicle may have been part of a landlord dispute.
On Thursday, Oct. 4, just before 9 p.m., a French Street resident reports that her mailbox had been vandalized.
