Salem Road Man Arraigned on Child Pornography Charges

Charles Federico allegedly sent images to State Police investigator.

 

A Salem Road man is free on personal recognizance following his arraignment Friday on child pornography charges.

Charles Federico, 46, a father of three, is charged with possession of visual material of a child depicted engaging in sexual conduct and dissemination of child pornography.

Federico has lived in Tewksbury since January. Prior to that, he lived with his now-estranged wife Joan in a home in Wilmington that was also home to a daycare center she operated.

According to court documents, State Police searched Federico's Tewksbury home and seized his computer after he allegedly used a file sharing service online to allegedly share pornographic images of children with a person who turned out to be a State Police investigator.

On the computer, investigators reportedly found illegal images and videos.

There is nothing in the court documents that references the "Hugs and Tugs" daycare center or indicates where the children in the images are from.

Federico is also not charged with producing child pornography. However, a spokesman for the Department of Children and Family Services has confirmed that DCFS is conducting an investigation of someone "associated with" Hugs and Tugs. They did not identify Federico.

It is not known if Federico worked with children at the daycare center.

Federico is due back in court on Oct. 26 for a pre-trial conference.
