Stopped With Open Container, Lowell Man Charged With Fourth OUI
An arrest does not indicate a conviction in these excerpts from the Tewksbury Police Department.
Tewksbury Police didn't have to travel far to make a Friday night arrest.
Just before 1 p.m. on Friday, May 16, dispatch received a call for a driver who was passing the Tewksbury Police Station, allegedly driving all over the road and nearly striking several cars.
Police located the vehicle at 12:46 p.m., and arrested the driver at the scene.
Richard E. Gallagher, 50, of 227 Fayette Street, Apt. 26, Lowell, was taken into police custody on a laundry list of charges.
Gallagher was charged with fourth offense operating under the influence of liquor, marked lanes violation, negligent operation of a motor vehicle, possession of an open container of alcohol in a motor vehicle, failure to wear a seatbelt and operating a motor vehicle with a revoked license.
