Good instincts by a Tewksbury Police officer led to the arrest of a pair of Lawrence residents on drug charges, Friday evening (July 20). The officer spotted car in the parking lot of the Motel Caswell and determined the occupants were acting suspiciously. With a second officer at the scene as backup, the officer approached the vehicle. After a brief investigation, drugs and a weapon were found in the car and both occupants, a man and a woman, were arrested. Mariano Barrera, 48, 167 Salem Road, Lawrence, is charged with possession of a Class B substance and possession of an electronic stun gun. James Treadwell, 51, 3 Candlestick Lane, Salem, NH, was arrested on May 18 and was charged with OUI-liquor, negligent operation of a motor vehicle, failure to stop/yield and failure to signal. Shawn M. Heselton, 28, 15 Third Ave. Lowell, was arrested on May 15 and charged with operating a motor vehicle with a suspended license (subsequent offense) and speeding in violation of special regulations. No less than Pulitzer Prize winning syndicated columnist George Will has tackled the debate in his latest column for the Washington Post, describing the situation faced by Russ and Pat Caswell as a " a Kafkaesque nightmare unfolding in Orwellian language." When investigating "white collar" crime, law enforcement agents often say they need to "follow the money." Apparently, the same holds true for some burglaries. Tewksbury Police are investigating a break-in at Main Street Liquors that took place early Wednesday morning (May 3). A call came in from Central Alarm at 2:59 a.m. reporting a general burglar alarm from the store, located at 391 Main St. Three officers were sent to the scene and the first to arrive saw that the front door of the store had been smashed in. A K9 unit was immediately called in. One of the officers investigating then noticed a money trail leading from the store, through the parking lot of the Ninety-Nine Restaurant and over to Main Street in the direction of the Motel …

Federal judge denies motion by Motel Caswell lawyers to dismiss the case.
Round 1 has gone to the Federal Government in their property forfeiture case against the Motel Caswell. But lawyers representing the motel and its owner, Russ Caswell, say the fight is a long way from over. According to a press release issued last week by The Institute for Justice, U.S. Magistrate Judge Judith G. Dein, denied a motion by Caswell that the government's case be dismissed on procedural and Constitutional grounds. As a result, the case will move forward to trial in U.S. District Court, some time later this year. "Obviously, I'm very disappointed. We would have liked to have this whole thing taken care of," said Russ Caswell. "But it may be a blessing in disguise. It will give us more of a chance to get our side of things out …

Two New Hampshire men are under arrest after allegedly stealing merchandise from Home Depot and leading police on a brief chase. Lawrence J. Connolly, 29, 298 Pine St., Apt. 22B, Manchester, and Nathanial Davis, 38, 75 West Hancock St., Manchester, were taken into custody after several Tewksbury Police officers responded to Home Depot just before 6 p.m. Thursday (April 12) for a report of two shoplifters who had fled the store. Few details are available, but the men were caught, separately, a short time later. One was tracked down by the Tewksbury Police K-9 unit. Motel Caswell owner feels Department of Justice is over-stepping its authority in trying to seize the property.
For two years, Russ Caswell has been back on his heels, defending himself against allegations by the Department of Justice that, for years, he knowingly allowed drug trafficking to go on at the Motel Caswell. Now he’s fighting back.
